Kia ora koutou,

We’re starting 2026 with a real sense of excitement as BCITO officially begins its journey as a Private Training Establishment (PTE). I’m pleased to share that our transition on 1 January went very smoothly, with no disruption to the learners and employers who rely on us. Becoming industry‑owned and governed is a significant milestone – one that allows us to work even more closely with you and stay firmly focused on improving outcomes for apprentices, employers, and the wider construction whānau.

Across the industry, we’re beginning to see encouraging signs of recovery, though it’s still a mixed picture. Residential consents for new homes rose 9% in 2025, and office building consents reached their highest level since records began in 1990. Factory and education building consents also saw strong double‑digit growth. These trends are positive, but the sector faces a serious skills shortage as we rebuild the workforce. That’s why investing in training and talent development is more important now than ever.

As a PTE, BCITO has more flexibility to innovate and strengthen the support we offer. This year, we’re focusing on improving employer support throughout the apprenticeship journey and tailoring our services to better meet the needs of each employer–apprentice partnership. We’re also committed to ensuring our training reflects how the industry operates today and where it’s heading tomorrow.

Another exciting development for BCITO is the appointment of Jason Hungerford as our permanent Chief Executive. Many of you will know Jason from his leadership of BCITO during the RoVE transition to Te Pūkenga. He brings deep operational knowledge and vocational education experience, and he’s genuinely passionate about helping our industries thrive. As Jason says:

“This is a pivotal moment for our industries. I’m energised by the opportunity to strengthen relationships, accelerate innovation, and ensure BCITO is delivering the skills and support New Zealand needs for a strong, resilient construction workforce.”

As my time as Interim Chief Executive comes to an end, I’m delighted to hand over to someone with such capability and commitment. It has been a privilege to return and lead BCITO through this important transition period, and I wish all our customers, partners, and staff a rewarding and successful year ahead.
