About the board
Construction Skills New Zealand Inc is an industry-led, not-for-profit organisation established in 2025 to ensure the construction sector actively stewards and engages in the development of highly skilled, productive apprentices and their training pathways. Formed in response to government reforms and the disestablishment of Te Pūkenga, CSNZ provides the construction industry with a strong, unified voice in vocational education and training.
Our mission is to build a skilled, future-ready workforce by leading training that is relevant, sustainable, and responsive to the evolving needs of the industry.

Phil Brosnan
Chair
Phil’s 40-year construction career spans surveying, project management, and leadership. Founder of Brosnan Group, employing 300+ staff across NZ offices, he is a Chartered Director with 16 years’ governance, committed to advancing standards, collaboration, and workforce development.

Gary Nott
Board Member
Vice Chair of NZ Certified Builders, Garry brings 30+ years’ trade experience. Former carpentry tutor at NMIT, he now leads Tasman Homes with 15 staff. His dual role as educator and business owner ensures SME perspectives shape CSNZ decisions.

Grant Florence
Board Member
With 35+ years in construction, Grant served nine years on the BCITO Board and two on Te Pūkenga’s Work-Based Learning Board. Former CEO of NZ Certified Builders and Interim CEO of the Construction Growth Foundation, he ensures continuity from BCITO into CSNZ governance.

Kieren Mallon
Board Member
Kieren is a construction entrepreneur and advocate, having founded businesses in joinery and architectural products. He serves on RMBA’s National Board and holds governance roles with Auckland Council, Site Safe, and ACC, ensuring CSNZ delivers practical value to apprentices and employers.

Ngaruma Karaitiana
Board Member
Ruma led BCITO as Chief Executive for a decade, driving apprenticeship growth and ITO mergers. Former Deputy Chair of the Industry Training Federation, he serves on iwi, education, and industry boards, bridging industry training with Māori governance expertise.

Rob Gaimster
Board Member
Rob, Chief Executive of Concrete NZ, unified five industry bodies in 2017. A former BCITO Board member, he brings expertise in specialist trades and standards, ensuring CSNZ programmes uphold technical rigor and foster industry cohesion.
